1.3 Barriers to Achieving Transformation¶
Most governments globally — including the United States — remain largely in Stage 3 for federal services, with significant variation at state and local levels. True Stage 4 transformation faces systemic barriers:
- Legal and organizational silos: Data sharing across agencies is often legally restricted or organizationally resisted
- Legacy systems: Core government systems (SSA COBOL mainframes, IRS legacy infrastructure) predate web architectures by decades
- Procurement processes: Government IT procurement cycles average 3-7 years, far outpacing technology change

2. G2C, G2B, G2G, and G2E Frameworks¶

2.3 G2B: Business-Government Interaction¶

3. Digital Service Delivery Models¶
3.1 USA.gov Architecture¶
USA.gov is the federal government's official web portal, serving as a directory and guide to federal services rather than hosting services directly. Its architecture reflects the federated nature of U.S. government.

- Be consistent, not uniform — common design patterns enable recognition, but context may require variation
- Make things open: it makes things better — open source code, publish research findings, share what you learn

4. Digital Identity for Citizens¶
4.1 The Digital Identity Challenge¶
Proving identity digitally is harder than it sounds. Government services frequently require high-assurance identity verification — establishing not just that the same person keeps logging in, but that this person is who they claim to be and eligible for the service. The failure modes are serious:

Smart City Surveillance Risks
The data collection infrastructure of smart cities creates significant civil liberties risks:
- Sidewalk Toronto (Alphabet/Google, cancelled 2020): Planned smart neighborhood raised concerns about private corporation controlling public space data; cancelled after public opposition
- Persistent location tracking: Aggregated mobility data from city systems can reconstruct citizens' daily movements
- Function creep: Data collected for one purpose (traffic management) repurposed for another (immigration enforcement)
- Algorithmic discrimination: Predictive systems trained on historically biased data perpetuate discriminatory outcomes
- Vendor lock-in: Cities dependent on proprietary smart city platforms lose control of their own operational data
